  5. politician; in Philadelphia. Clark ousted an entrenched
  6. Republican machine to become, in 1952, Philadelphia's first
  7. Democratic mayor in 68 years. During his four years in office,
  8. he revised the city's civil service-spoils system to one based
  9. on merit. He served in the U.S. Senate from 1957 through 1968.
